The government has developed a comprehensive mechanism for partial reimbursement of electricity and gas bills.
Measures in effect for 2022 and 2023
1/ Electricity tariff shield for VSEs
If you are a VSE with less than 10 employees and a turnover of €2 million with an electricity meter of less than 36 kVA, you are entitled to the tariff shield for electricity prices in 2022 and 2023. Contact your energy supplier to take advantage of this.
2/ Electric damper from 2023 for SMEs
All VSEs and all SMEs not protected by a tariff shield from January 2023 Small and medium enterprises will benefit from a new electric shock absorber. The government will pay a portion of your electricity bill, which will be deducted and shown directly on your bill. You’ll just need to confirm with your supplier that you meet the company’s size criteria.
3/ Assistance for payment of electricity and gas bills
Your business could benefit Assistance in paying gas and electricity bills up to 4 million euros. This assistance is available at impots.gouv.fr. For September and October 2022, the assistance application counter is open from November 19. The counter for the next periods (November – December 2022, then 2023 opening periods) will be open in early 2023.
Eligibility criteria for this assistance has been simplified. Now to take advantage of it:
- during the period of aid application (September and/or October 2022), the energy price must increase by 50% compared to the average price paid in 2021,
- your energy costs during the application period must be more than 3% of your 2021 turnover.
A simplified file for utilities consists of only the following:
- Your energy bills for September and/or October 2022 and 2021
- your company’s bank details (RIB);
- the tax calculation file provided to you on the tax website;
- a sworn statement confirming that the company has fulfilled the announced conditions and the accuracy of the information.
For large energy-consuming companies (PMI, especially industrial ETI) that will reach the aid ceiling of EUR 4 million and suffer from a significant decrease in EBITDA, additional aid can be mobilized to a maximum of 150 million euros. Details are available on the tax website.
In 2023, this assistance can be claimed by VSEs and SMEs that have benefited from the buffer as long as they meet the criteria after taking into account the reduction in invoices allowed by the buffer.

If you cannot find an energy supplier:
If you are a VSE with less than 10 employees and you can apply to an energy intermediary with a turnover of less than 2 million euros (https://www.energie-mediateur.fr
).
If you have a bigger business, you can apply to a business intermediary to ask them to intervene in your relationship with your supplier. If your company is a big energy consumer and is having trouble finding an energy supplier because it requires excessive financial guarantees, you can ask to use one. State guarantee mechanism to facilitate access to these guarantees.
