FUEL SUPPLY. The government will give workers a fuel allowance of 100 euros from January 16 to stop the impact of rising fuel prices on French purchasing power. Designed for the most modest, this device replaces the discount at the pump, which was discontinued on December 31, 2022.
[Mise à jour du mercredi 04 janvier 2023 à 10h23] Procedures for allocating fuel allowance to employees are clarified. The executive decree of this assistance of 100 euros, which aims to support the purchasing power of low-income workers against the backdrop of fuel price hikes, was published in the Official Journal. Fuel allowance can be used to cover travel costs, in particular. To benefit from the €100 fuel allowance, employees/drivers must meet a certain income ceiling and be at least 16 years old in 2021. Eligible individuals can apply on the tax website between January 16 and February 28, 2023. Beneficiaries will be required to retain fuel subsidy eligibility documents for three years from the date of payment. In the event of an audit by agents of the General State Finance Department, the beneficiary has a period of one month to submit these justifications. Unnecessarily received amounts will be refunded. If these amounts are given on the basis of inaccurate information, the amount to be refunded will be accompanied by an increase of 50 euros.
Who can benefit from the fuel allowance?
The decree states that the fuel allowance for workers is paid under certain conditions to “all low-income families who use vehicles for professional purposes or go to work.” It is clear that the government specifically wants to target workers, apprentices or students who regularly use their car. The Prime Minister has already announced this aid will be intended for households “located in the top five deciles of income, i.e. the most modest 50% of French people”.. A figure that covers approx 10 million French. The fuel allowance will be allocated to them if they show less than €14,700 per unit in their 2021 tax return. The following are the restrictions to be followed to benefit from the fuel allowance:
- 1,314 euros net per month for a single person
- €3,285 net per month for a couple with one child
- €3,285 net per month for a single woman with two children
- 3,941 euros net per month for a couple with two children
- €5,255 net per month for a couple with three children
Also note that workers interested in fuel allowance must be at least 16 years old on 31 December 2021 and declare their income for 2021 in one of the following sections:
- all wages and salaries and similar income (excluding unemployment and early retirement)
- industrial and commercial benefits (BIC) micro-entrepreneurs or professionals
- non-commercial benefits (BNC) micro-entrepreneurs or professionals
- agricultural profit (BA).
Who can’t get the fuel allowance?
The decree states that the persons who are liable for real estate tax for 2021 have been removed from the system. Unemployed people, pensioners or professionals who drive frequently (such as taxis, truck drivers or salesmen) are also not affected by this assistance. You should also know that certain types of vehicles do not give access to the 100-euro subsidy. This is especially true of heavy motorized quadricycles, agricultural vehicles, heavy trucks and company or service vehicles.
To benefit from this fuel allowance you need to must demand. If you are eligible for this assistance, you must visit the website of the General Tax Administration from January 16, 2023: impots.gouv.fr. To be relevant, you will need to register some personal information:
- Your tax number
- License plate of the vehicle used
- Fill out an affidavit stating that you need this car to get to work
The aid will then be paid into your bank account within eight days. Note that the application desk will be closed from February 28, 2023.
What is the amount of fuel?
The government has set aside one billion euros in the 2023 budget to finance the fuel allowance. The latter will amount to €100 for all eligible individuals who request it. Assistance is paid per car, not per house. Specifically, if multiple employees use the same vehicle to get to work, they can receive only one reimbursement.
