This Wednesday, November 23, the Chamber of Deputies adopted the draft law No. 8088 “On amending the law of May 17, 2022 on determining the state fee aimed at limiting the increase in natural gas supply prices for certain consumers and on the state’s payment of the resulting costs” did. using natural gas distribution networks”.

A measure provided for in the tripartite agreement and therefore, after the exceptional increase in gas prices, the government decided to limit the increase of the average price of natural gas to +15% compared to September 2022.

In total, the budget impact will be estimated at around 500 million euros and no action should be taken by consumers. The measure will therefore be applied automatically and retroactively, as it covers the period from 1 October 2022 to the end of 2023. The state will also continue to bear the costs of the gas network until the end of December 2023.

In exceptional cases, exceptional measures

So this cap is direct aid imposed by the government “to support all households as part of a strategy to reduce inflation”.

However, the state would like to point out that “only everyone’s contribution to gas savings will allow Luxembourg to continue to reduce natural gas demand by 15% during the winter months”.



The government council last Friday approved a package of measures decided during a tripartite agreement to help households reduce their bills.


It should be noted that “Efforts to reduce natural gas consumption in Luxembourg are already underway”: the decrease in gas consumption in August was approximately 37%, for September 26%, and for the month of 2018, it was approximately 36%. October ‘Regarding the reference period 2017-2022’.

The coming winter will also be difficult in terms of gas supply, “replacing every gas boiler with a heat pump will strengthen our security of supply”.

Therefore, “all efforts to accelerate the energy transition to renewable energies and energy efficiency will remain essential to make us less dependent on fossil fuel exporting countries, to combat rising prices and, of course, to achieve our climate goals.
